Add Repair to Proposal

Starting with 11.0 and the new way of creating proposals, Flat Rate Repairs can be added to proposals. They can be added as either a standalone option or as a Component on an existing option. This is a great way to show a side by side comparison of a repair or combination of repairs to replace equipment.
